I read Philip K. Dick when I was teenager and I think that the movie is confusing in a bad way- still I don't know what was the message of it.

There is one interesting concept. The concept that both crime and police rely on one another to exist. A duality within everything, such as Fred/Arctor, New Path both curing the sick and supplying the D as well.

there are a lot of meanings. one of main onees is questioning is it right to sacrafice someone unknowingly against their will for the better of millions. (government got him addicted to the drug so he could infiltrate the facility but he didnt know)
