The term "civil service" is used for people who WORK in government- city hall employees, state and federal employees, fire, police, lifeguards etc. etc... anything that's not legislative.
Civil services are those services provided by EMPLOYEES of government. You are using this term incorrectly. It has nothing to do with welfare or "social" services.
I had a piece of cardboard that blocked it for a long time but the power went out for three days in a row and I needed to open the window to get some air moving. I never replaced the cardboard. I don't live there anymore so it wont be a problem anyway.
