If you've seen The Deer Hunter, Walken's character is traumatized from the Vietcong POW scene and becomes addicted to playing Russian roulette for money. That's probably why Skinner is here.

From what I can tell Krusty probably owes the mob money(you can see one of Fat Tony's men in the background) and is forced to play this game, while Skinner is in this probably because the Vietnamese guys are probably people he encountered during the war.
