Well, Walter needs 21 victims to complete his ritual and each number marks that specific person's number out of 21. For example, Cynthia's was 16121 and the 1 in the middle of that number represents a / so that means 16/21. And as the victims dies, the first 2 number go up to 17, 18 and so forth.

The kid represents Walter's innocence, and his adult form is the part that carries out the sacrifices. Walter orginally died in prison by suicide, and was buried in the forest cemetary by Toluca Lake where Henry sees his grave emptied. More than likely according to the notes and SH2, Walter is an other-worldly form; not really a ghost but an essence of evil like Pyramid Head. I guess his "soul" split into two like Heather and Alessa's.

Right after Walter born in 302 apartment his parents ran away. He was found and taken to St. Jerome Hospital. After that he was taken to Orphanage - Wish House (front of cult). Usually he was locked in Water Tower (one of cults buildings). He used to travel back to room 302 (he believed that room is his mother) using subway. So Henry now wakes up in each of these worlds. You really should play the game. It got very interesting story.
