Your point is good. But I believe they can see license plates, and catch cars on cameras, just send them a ticket if they were speeding. And it seems the helicopter is following them and has a much bigger advantage, eventually they will run out of gas or something.

It's true the era of free-wheeling chases is ending. Police depts are being blamed/sued when the runner crashes into someone. And yes, if the dept has a helo (very rare), the pursuit cars can back off until an opportunity presents itself.

I agree a traffic violation doesn't justify a raging pursuit. But if you mail the car owner a ticket, they'll just claim, "I wasn't driving." And if the runner is guilty of violent crimes, the cops can't just give up.

There are no simple answers.
