BTW.. fun fact.. try taking jacking a sanchez (I think thats the name) Try bumping the suicidal photographer slowly until it fell on the grass without kill him/her.. do this twice... photographer would then get angry and will start... taking picture of you... its odd.. if you have a camera with you... try taking picture of him/her as well... when he clicks his/her camera.. the time would slow by a bit. ( same effect happens if you click the camera )

There is only 1 reason :

San Andreas, dispite being a great game, is full of minor bugs and imperfection.

This one is an AI imperfection. Rockstar did maybe some bad calculation and the trajectory of this NPC was streight to the water.
