Canada once got permission from IWC to allow minor whale hunting for Pacific Northwest natives since the natives wanted to hunt in traditional ways. The natives attempted to hunt in non-traditional ways and thus lost their opportunity.
Korea is a well known purchaser of Japanese whale products, and not only for food.

1.2 of 10,000 people in Korea have experienced rape as opposed to 0.17 of 10,000 in JP. Korea is the worst 16th countries all over the world; jp is best 11th (au is worst 3rd.)
I think you should first lean math and how to read statistics. number of criminals might be bigger because jp population is way bigger than Korean... oh well
