Yes. I assume they 'over-cranked' (this refers to the older hand cranked film cameras, where you would crank faster than 24fps, so when it was played at normal speed, true motion would appear slower), and to achieve such smooth motion, you would need a high end camera (The HD option should give you a clue, and basing it on that, 60fps+ would produce the slow motion effects when 'slowed' down.
