It depends on what you're getting a percentage of.

However, Clarensee is also wrong, because he/she has not taken into account the fact that once someone on the top 10 most wanted list is apprehended, they are replaced by another criminal. There could have been a hundred criminals in the top 10 list since it began, and 94% of it would have been 94/100 criminals.
