When this video was taken the riser was still connected to the well and was leaking at both ends. Once the riser was cut away from the flex joint this made room for the capture dome to be put in place. The riser that was left on the sea floor is no longer connected in any way to the well, so no it is not leaking. Saying the riser is still leaking is like un pluging an extension cord from the wall and saying you can still get shocked.
I really wish people would do a little research before posting videos. The riser is what connects the top of the BOP stack to the drilling rig at the surface. In this case when the rig sank the riser was bent and cracked just above the flex joint on the LMRP above the BOP. All 4700' feet of riser was then strung about the sea floor in a short span of 500' between the sunk rig and the well itself.
If it WAS still gushing like this now it would be coming up to the surface at the Moncondo site.... Oil IS on the surface from time to time but from charts I have seen it has been from other sites..
The video is dated 4/23/2010, so it's an old video recorded by Oceaneering International. The riser wasn't even there, just a big blown-out hole! I'm amazed that they so-called "capped it" at all.

No end in sight for oil in the Gulf of Mexico
Fresh oil seepages raise questions about further problems with BP's damaged oil well.

Can you add to the video description an explanation of what a riser is? I only know it as the platform choir members stand on.

@dbadagna I believe the riser is what takes the oil from the reservoir to the well to the ship.
The riser *show in this video* was the part that went from the well to the ship and only leaked until BP cut it off the well to cap the well head.
However, the video poster is saying that the riser below the seafloor, which takes oil from the reservoir to the well, is still leaking today.
