At some point the army is being used to delay the inevitable defeat so those who gave the orders and planned the mass murders can have time to go into hiding, plan their escape, escape to the side (the West) where they think they can get the better terms of surrender. In a lost cause, it is the common soldier that looses their life and the elites as always who come out on top.

If I'm a Battalion Commander and I give an order to 900 men I can't have 900 different interpretations of that order due to 900 men using what they consider Common Sense! In the military you are taught, rightly, to follow orders without question. and the japanese were forced into the war against the americans due to the naval blockades imposed. they didn't have much of a choice either.
