I have a feeling she might be a descendant of an emperor of some sort in the game, they talk a lot about emperors, nobles and dynasty's in Disc 4 of Shenmue II, her father could easily be an emperor/noble judging from how him and his wife were dressed.
If anyone is interested Shenmue modding head over to the Shenmue Dojo forums (modding forum), we have managed to extract models and textures from the game and we are currently working on a model library to release to the community so fans can make comics, mods and other fan related content, head over there to help us out and to take a look at our progress :D
