A debit for the costs involved and a credit for the potential oil. So the oil companies don't drill and then demand more areas to be opened up. Also putting a cap on oil so it never drops below a fixed prices, so company's wont have to worry about get screwed when they start to invest in to alternative fuel sources! Only the Saudis can put a cap on the price of oil from their country. Alternative fuel sources, God we already have the largest supply of Natural gas on the planet. The Governor of Colorado stated on a video that none of the large oil companies are drilling in his state. He wants them to drill but they are not drilling nor are they taking out shale. I wonder why?

Well actually the impact of the reduced driving has only recently hit the oil market. So I would say that as soon as the gas hit four dollars a gallon the public modified its driving habits. Hypermiling, using the car only when needed and other techniques affected the supply and demand issues.
