Strange, I didn't recall that the Constitution exempted foreign "enemies" (you didn't define what enemies were, so I'll assume it's a citizen of a foreign state) from the right of Habeas Corpus.
Assuming it did, this doesn't apply to members of states of any nation except... well, none, since all nations are either neutral or allied.

He doesn't believe in a strict interpretation any more or less than any other justice, now, or in the past. All he does is cherry pick the parts he likes in order to justify his political ideas. Remember andrew jackson's famous refusal to enforce a court ruling or FDR's refusal to listen to the court ruling against putting the Japanese in camps? Usually they are enforced because there is political hell to pay when you don't and can be accused of hurting the constitution.
