Americans don't know about perfect voices, so they just use whatever voices they have available. In this case John Travolta's voice as Bolt and the joke of the film, Miley Cyrus as a 13-year old whose face isn't suitable for Miley's voice. I read that before Miley another actress was the voice of Penny. Bet her voice was more suitable for Penny than Miley's voice was
