Not true. I would say ~90% of the students are able to talk in an understandable way, but the further "down" you go in terms of education, the less likely it becomes. The same accounts for the older generation: I would say ~40+ generation is less able to talk/understand, not only due to their lack of exercise but also because they weren´t confronted that much with english games/media (internet) as we are. DUTCH people are far more capable of talking then germans
