the Sheikh is talking about the Hadaadiyyah, the Extreme ones when it comes to Jarh. what they did is that they said Ibn Hajar and Nawawi are innovators and they burnt Fathul baari and the Sharh Saheeh Muslim by Imaam an Nawawi and they encouraged others to do it, and they said it is not permissible to read these books. these were the ones who use to call them selves salafis, they made Salafiyyah into a hizb and likewise the Hizb of Abdur Rahmaan Abdul Khaaliq, they made salafiyyah into a hizb
