b flat is no big deal if it's falsetto.. now if you can do it head voice.. different story..

Chris's amazingly high notes (in this song he reaches up to a G, 3 notes below your said note) are all in head voice.

I've no doubt you can do it.. there are guys all over youtube going up an octave above these notes.. but it's very thin and not a quality singing voice..

Cornell hits these notes with as much power and expression as any note in his range...
