This is one of the worst cases I've heard of and I'm very disappointed that even a well known company(Sanlu) could do such a horrible thing to babies. All I can say that since China has the biggest population in the world, there are a lots of cheap workers that aren't conscious about safety hazards.

One version is that: the milk powder was good at first and it passed the test. Unlike in the US, the milk were collected from small farms. In order to make more money, according to a witness, the farmers first mixed them with water and then added melamine to boost the protein content of the milk. The manufacturer was aware of this issue after receiving complains from consumers, but they chose to ignore it. It just shows another failure for China's product safety system.
