It's actually not. All HTC HD2's come with 576mb ram, it's just the firmware or ROM as it is known is restricting the RAM to 448, god knows why. But you can unlock it with a cooked ROM with are avaliable online at the moment.

Its a leaked T Mobile version and you can notice on the boot screen that its for testing purpose only.

And yes , it will support 3G on T Mobile.
