Sakura, physically, is stronger but it'd be easy to beat Sakura. all she has is her hitting and kicking powers. she doesn't have any special skills. as the creator has even mentioned before, if Sakura was to fight with Hinata, Hinata would win because she could stop the chakra flows to Sakura's fists and legs, leaving her harmless. so Sakura, in a way, is the weakest.

Ino only appears weaker than Sakura in Shippuden due to lack of panel/screen time. It has been confirmed that Sakura still wants to fight Ino the most out of anyone, hinting that she at least equal to her still, if not better.

Being stronger doesn't mean you can automatically win, it's about match ups. While Sakura is stronger than Shino & Sakura can beat Shino, but Shino can beat Sakura as well, while Shino's stat total are the same as Ino's stat total, but Shino's match up againist Sakura better than Ino does. Shino has more stamina, ninjutsu, & also just as smart & fast. Sakura has Ino beat in every catogory except for ninjutsu for obvious reasons.

It's only be confirm Sakura wants to still fight Ino in the databooks, so you take the databooks seriously as well , & yes I do take them seriously, better than some fans way of thinking. Shino's bugs are deadly when you don't know about them, Sakura knows about them. Sakura can dodge, that's what her training was partly about as shown in the Sasori. Also the fact that Shino's opponents have always been outsmarted by Shino, but the stats show that Sakura has more intelligence then Shino.

Shino's a good ninja, but the opponents he had beaten(& the databook stats back this up) had been inferior to him in speed, intelligents, & taijutsu, which Sakura beats him in all catogories. Ino's abilities are only from her clans, which aren't even fighting abilities, they're spying & interrogating abilities, that's why Ino haven't even fought in part 2 because she isn't much of a fighter & one of the weakest around her age.

Or in Sakura's case, fans remember her limits in part 1, & think she is still pretty much the same.
