That particular officer was crazy... that doesn't speak for the whole of the Russia police, but realistically it is up to the common man of Russia to know how the police in that country react to situations, to it's own people.
Fundamental misunderstanding of the underlying problem of the police's role in a quasi police state, retraining will not help without instituting a rule of law, ordered liberty and mechanisms for enforcement of constitutional rights.
