The laughter from the reporters sounds far more like a spontaneous relief laugh.

They saw Bush was cornered by a question he never heard before, and his stumbling for an answer registers with the reporters that he is guilty of something. He escaped the issue but fumbled badly. The most telling part of the video is actually the reporters laughing. When you are cornering someone who is trying to get out of a lie, it can make it a tense moment for others watching. It seems to me the question made everyone very tense, because Bush was caught off guard and put on the spot. Somehow, he was at a complete loss for words.
