Why do you have an electric fence? To keep people out? To keep animals in? (Looks like a rural environment, from what little I can see in this video, which is why the animals idea came to my mind.) An electric fence isn't exactly something you see in front of most homes, so I'm curious.

doubt the bird shocked itself. birds always land on power lines which are 10 times the power of this. but who knows the bird probably landed next to the pole drawing an arc at the bird.
the arc is jumping from the cable to the pole, the pole has possibly ground, so if the bird happens to touch the wire and the ground pole at same time it will get the shit shocked out of it.
