No it actually sold 13 million worldwide(check wikipedia). It didn't sell as much as expected because that was the time when Michael had that argument with Sony and Tommy Mottola who decided not to promote the album and even refused to release "What more can I give" that was meant for charity. Still what some said was a failure for Michael, it is actully a dream for many artists today...to sell 13 million...
