As long as when it is time for me to look at all the submissions, all contestants followed the rules. Remember that only a max of 2 videos can be entered per user.

MAYBE you would of had a shot. AND NO the rule isn't stupid, he wants everyone to have an equal chance of winning, so he set a time limit to LIMIT the amount of shots people can do

and also, does it matter the size of the hoop? or can you shoot on like a 8-9 footer?

I would prefer everything on a ten foot hoop, but it does not matter. The contest ends based on how many video responses there are. Once there are 20 I will start a countdown.
