Why not if Gimenez was inspired from Moebius? All artists through the ages have gone through from copying from one style from another artist so they can create their own. Travis Charest on Jim Lee is one example, and even Raphael on Michelangelo. Though you may say he is inspired from Moebius, looking at their works side by side, the two men are COMPLETELY DIFFERENT.

You don't know jack about Gimenez or Moebius, Larry. Mister Gimenez has his own style. Moebius, on the other hand, sometimes go from simple cartoony to realistic and even surrealistic. So he's not ripping off anyone.
Maybe "Rip Off" is too harsh a word; perhaps "inspired by" is more apt. But this bald headed futuristic character wearing a fantastic costume is pure Moebius. I will give Giminez that he puts a lot more depth in his shading and highlighting than Moebius(whose style does tend toward the more graphic with more flattened and vivid coloration), but he's a Moebius follower nonetheless. Gimenez has said as much in interviews.

Moebius is also known for creating fantastic stories, and EVERYONE can do a comic book with a bald guy in a space suit, but what that character REPRESENTS is ANOTHER THING. That's why characters from Metabaron or Moebius's characters like Arzach are so unique albeit OVERLOOKING THEIR CHARACTER DESIGN. Its not the design of the characters that represents them as a whole. Its what the character do in the story.

Looks like plain old water colours and black marker for the detailing. Sometimes the most simple of tools have the best results.
