Not anyone, many of them you have to swipe your ID or cell phone (most japanese cell phones can be used liek ID cards to hold information) to confirm your age. Also, People in japan arent like other. In America, 10 year olds could drink and all tehy woudl do is get in trouble. In Jpana, you would be dishonored even if you got a speeding ticket
So Cigarettes can be brought by anyone ?? thats a bit of problems
