Here is the solution for PC!

1. Go to Documents / my games / Skyrim

2. Delete skyrim.ini (if you have special graphics or control settings, copy it to somewhere, and after you finish the quest, replace it to the folder)

3. Start the game

Now the old bastard has voice, and he'll open the door!

Thx so much! Guys, if he is still not there in RiverWood you can press "T" (pc) and wait or go to sleep by renting a room. I slept for 24 hours and when I came back, he was there and I had to spam the "e" key to talk to him.

Adding/correcting this line in your Skyrim.ini to the [Archive] section may cause the game to correctly identify the archive with the voice file:

sResourceArchiveList2=Skyrim - Voices.bsa, Skyrim - VoicesExtra.bsa

If your ini-file has no such section, just add it.

This could fix the voice problem (helped for me).

@noobsyb0t The quest may also fail to start after completing Diplomatic Immunity, and even trying manually start or end it with the console will not work. You may have to skip forward to the start of the next quest, Alduin's Wall, by using the console and typing in setstage MQ203 5, which will allow you to continue.

Hi people, i play xbox 360 and i cant get the quest cornered rat, i have finished diplomatic immunity but delphine wont give me the quest, i have spoke to the barteneder at bee n bard and have spoken to the thives leader and still nothing, i found esbern but nothing seems to happened cant even talk to him he just says go away. i reset the game to a previous point and same thing happens. can anyone help pease i have gotten to far in the game to start over again and want to conintue maine quest.

The easiest way to attempt to fix this is to first backup, and delete the Skyrim.ini file located in My Documents\My Games\Skyrim\ and then run the game again. Do not restore your original file until the quest is completely finished, as the same bug may happen again in Riverwood (uesp.net/wiki/Skyrim:A_Corner­ed_Rat)
