The one advantage Batman has over Naruto is the most vital: TIME.

It takes time to perform ANY jutsu, whether it is making the correct hand motions, summoning creatures, or simply "chargin' ma lazer".

Also, given Batman's knack for preparing for the unexpected, he may already have something in store for him, anyway.
