Just because a Communist country is capable of producing good national economic numbers does not mean the the country itself is stable. Communism may produce a sustainable economic model but the reality is that the country is inherently unstable and unbalanced. THAT is why Cubans are still fleeing Cuba. Concerning India: they have the second largest population in the world, of COURSE there will be more immigrants.
One solution would be to encourage/create private charities in these areas to give at least some relief. But, since 1949 the Communist Party has been the only game in town. And when that game goes rotten, as so often happens, there is nothing behind it to back it up.
