This is a blessed region with musical heroes such as Django, Stochelo, Jimmy and all the other Rosenbergs, Lollo Meier, and so forth. European Jazz develloped in the NL/B/F region. They all make me proud.

it is a very unique, beautiful and almost erie sounding style of music.

I notice he does not use his 4th finger nearly at all in his soloing.. is that just him or more of how the music is played?

It is obviously a very aggressive style, which would make sense if he uses his 1st, 2nd and 3rd fingers primarily (stronger fingers).

its the technique used by Django Reinhardt because he had an accident and couldnt move his 4th finger properly.
