I'm a guy! I've been drawing Roxi for years and roleplaying as the character, so I decided to wear a costume of the character and use some of my acting skills. :)

It's a back of the pallet, upper register falsetto, kinda like how the voice actors do Snarf and Betty Boop. I have to adjust it to get any lower diaphragm volume though, but if I was recording more audio skit stuff I can keep it higher pitched. By the end of this, my voice was shot, so it got more croaky. Singing the Time Warp sucked! :)

@shadowthecuteneko Thank you! I knew I was performing for furries and I figured I could relax enough to screw up and for it to be hopefully kinda funny. At the time, I only wore the Roxi suit maybe 4 times a year, so I never got into practice for having to maintaining that voice for that long! Axl Rose sang a loooong time before he ever recorded a rock song. But I had fun being a goof. I never thought of it getting so popular on YouTube. I thought it was just for the furry fan audience!
