The film editor allows you to hit F2 anytime ingame to capture the last 30-40 or more seconds of activity. Then once you get that footage in the editor you may select free mode on the camera and move it wherever you like so long that it's close to the player.

average fps is anywhere from 24-32, depending on the traffic/time of day/weather effects.

I do use the GTA IV clip editor, but instead of rendering the 720p file with the video editor, (which takes an eternity!), i simply edit the clip, then play it back while recording with fraps. It's a lot faster, and saves me from that dreadful "R* Social Club" watermark!

Yea, the watermark only appears if you export with the clip editor. It also takes WAY longer than doing it with fraps.  Totally not worth it.

lol, no, actually i gain FPS'! Let me explain: The clip recorder "records" the clip in a matter of seconds. Even while I'm playing and recording with fraps, the clip editor saves in a matter of seconds and the slight drop in FPS only lasts a second or two.

When i record the saved clips in the clip editor with fraps, it always records at 30fps or more since it's only playing back a saved file, and not actually running the game! (whereas my typical fps while playing ranges from 24-30fps).

to summarize: parts recorded in the clip editor get 30fps+, parts recording during actual gameplay get anywhere from 24-30fps, depending on the traffic/time of day/weather.
