Anyone who thinks that the NBA now allows 3 steps is completely false. A legal gather can consist of up to 2 steps, whereas a travel consists of 3 or more. The "Official" NBA Rulebook had never explicitly stated in writing until recently that players can take 2 steps, it had just been inferred that taking 2 steps is legal.
