I just figured out the trick to beating Rifle Rosie. Not only must you lead the target, but upon firing right on the target it goes into semi-auto mode. So basically you've gotta hold down the trigger while simultaneously ensuring the reticule stays as close to the middle of it as possible.

This is by no means an easy task. If you screw up, the firing mechanic stops and you're outta luck cuz Rosie's already gotten 50+ points ahead of you.
