The Chief Engineers were Kuai Xiang and Lu Xiang. Yes a Vietnamese was involved in the construction but it wasn't completely designed by a Vietnamese. Vietnamese architecture is just what they got from the Chinese. Like their language, calendar, and the majority of their culture, it was based off of China.

Nguyen An was born in Vietnam(a province of China at that time). He was sent into Ming's palace as a tribute when he was a boy, who then served as an eunuch.

He was trained into an architect and contributed quite much to the building of the Forbidden Palace, but I don't think anyone can be claimed to be the designer of the Forbidden Palace. The HUGE project involves 100,000 artisans and lasted half century, not mention the multiple expansions and rebuildings during the next several centuries .
