Storm is doing that to build meter and run the clock down. If Cable doesn't have a good anti air assist, Storm can pretty much keep superjumping to avoid Cable and win the match if she's ahead on life.

Cable is cheap, but you have to know how to fight him...DO NOT LET HIM CATCH YOUR ASSIST PARTNERS and DO NOT LET HIM GET ANY DISTANCE FROM YOU...he will eat you alive....You have to stay on his ass. Cable is not a fighter...he's a shooter.
Honestly, Cable doesn't even need distance; that's what assists and jump back roundhouse are for. As cheap as many consider him, he's not very self-sufficient meter-wise and you're often fighting an uphill battle when he's your only character left and you have no meter.
