There is no way you can create these clouds in particular. I would be suprised if someone did that. Anyways, this is a 3d render, so it is a quicktime movie file. But it has the camera data from the 3d app applied so the particles, letters, and text act as if they were in the scene.

you could probably use the custom or sprite option in particular with a good cloud clip to try making a similar scene within after effects, of course that's not like making it from scratch. nice clouds !
