This particular bill has a bunch of extra things in it so that it was worded to increase the likelihood Roe V Wade was overturned or that it would be more likely the state would make abortion less available. I don't know where you got this concept that fetuses being born alive were being left for hours. Any doctor has the responsibility to provide life sustaining support to anyone. This includes fetuses which were abortion attempts.

The Illinois law says ALL babies born alive should get care even if it doesn't look like they will live. That is the difference.
