what i used to do is:

lower the terrain, (make sure its squared)

i put a wall around it, build the house on top :P

I did this to a house it worked for me but it doesn't really work as a basement o well already happened plus my family is happy in it! ;)

Actually the way I do it is I create a foundation. Then I go down a floor so I'm inside the foundation. Then I lower the terain and place stairs inside of the foundation walls. If I do it right, then I can make a basement without changing the outside terain. (Though I might have to place another set of walls inside the basement.) So this way, the basement will be underground. Of course, EA made an actual basement tool for the Sims 3.
