Fossil fuel tech in-game was to invent efficiently produceable artificial fossil fuels, because Planet didn't have any coal or oil deposits worth mentioning. Inventing that today would be the freakin holy grail of energy production, short of someone developing a small-size, efficient fusion reactor.
So the USA said "Project Initiated" in 1990 and allied with other Factions, expecting it to take 15 rounds. However, Craig Venter was like "Enemy project iniated!" in 1998, so the Alliance hurried their Project. But his Celera Corporation had a much better Industry rating of amazing +9 (!), so even though he started in 1998, he needed only 10% of the minerals and a fraction of the time until he could shout "Project Complete". And he lived happily ever after, with an extra talent in every base...
Morganites got smashed by the military factions unless they had a large continent to themselves for most of the game. And cornering the global energy market wasnt cheap!
There's one thing to map all the human genes, and another thing alltogether to understand what individual genes do. I think that's what they mean here.
It's either that or something like when Santiago speaks of launching the first satellite from Planet, in that they had to start from scratch with a lot of things; it's not like they carried over everything from Earth.
If you're playing a single-player game on Transcend, this is priceless (esp. if you're handling the University). However, since the real test of Alpha Centauri skill is against seasoned human opponents, difficulty level isn't as important and diminishes this project's usefulness. Thus, I can't go more than four stars no matter how good a buy it is. ****
Too bad if you decide to take the research boost further with the knowledge value (especially if probe teams aren't used or if you have the hunter-seeker algorithm), the spartans will get on your case and eventually turn on you.
With a bit of careful defence early on (like not picking stupid fights and saying f*** you to the powerful faction's extortion) The Univeristy can rock so hard it hurts on almost any map. Once you are a generation or to ahead of the other guy in weapons and so forth you should have little trouble slaughtering him.
Zak is one of the strongest factions if you are capable of playing a half decent early game.

A must have if you are playing as the Peacekeepers. It makes all your bases go into a golden age which is really helpful in early game.

provost is a good character, very intelligent good research time, but the only way you can win as him is ally with the spartans and the gaians...
spartans are good allies all around...
while the gaians will give you the tech to make mind worms which own...

That's odd, yes... the human genome project was already well underway when SMAC was made.. Even nearly finished I thought (fully completed in 2003).
The makers should have known that it would be done long before the setting of the game.. maybe the knowledge was lost somehow in the Unity crash :P
