That scene is from 4x16 silent service, Harm and Mac go to a submarine to investigate, they focus in one suspicous but they are wrong and finally the Chief Hodge (the doctor on board) wants to damage them

Chief Hodge attacks Mac, he chokes her to death, but fortunatly Harm arrives at the right moment and saves her life, he saves her life giving her mouth to mouth resuscitation.
