Offensive words? You can see the exact comments that caused the cop to get his panties in a knot at the "Invitation to Dialoge" video, to which this is a response.

If you are in the midst of a screaming match with police and/or people who hold different political views than you, your words can be considered incitement because they are likely to cause a violent reaction. It's up to you to decide if your cause is important enough to incite that reaction.

The incident in question was a man who calmly invited others on the other side of the street to a dialogue. You can see the exact things he said in the video entitled.
Meanwhile, on the other side of the street they were chanting "With our spirit and our blood we will be be martyrs for Palestine," "Jews are our dogs" and lots of other offensive things.
An invitation to dialogue is not incitement.

FWIW, the SFPD were much better in protecting our rights and keeping us from harm at the pro-terror/anti-Israel rap concert on March 10th in Downtown SF.
