yes you can get it at Mt. Temza (or whatever it is called); it's a chest behind the rocks you can break with the lvl 3 sorc ring.

The attack's name is indeed "Slash!!". I haven't gotten this far myself yet, so I'm sorry if my info's wrong, but if you use this arte again after viewing the skit where they pick its name, it should show up as "Slash!!".
