It's a good plan on account of the carbon dioxide absorption alone, but to that end you're better off planting forests. A good idea might be to plant thick giant hedges next to highways to dampen noise and absorb pollution directly. As for bio-fuels I don't believe that it's really viable. Maybe try to go with algae.

No you don't understand, his plan is to turn the vegetable matter into bio-fuels. It's not much more foolish than most of the greenish types who suggested using corn ethanol as a source of fuel for cars which drove the price of corn (and other foodstuffs, on account of fields otherwise employed turned to the planting of corn) through the roof.
