Love this question! I think a distinction should be made between a cultural movement (like the come up in the Harlem Renaissance, the Black Arts Movement, the Black is Beautiful Movement) and a political movement (like the Garvey movement, SNCC, like the Black Power Movement). I think Clemente is not denying nor would not deny that Hip Hop is an amazingly successful cultural movement, but in some places it remains latent as a political movement.
