It happened in the following places (the info sadly is wiki, it is not 100% accurate) Dresden, Hamburg, Stalingrad, Tokyo, the atomic bombing of Hiroshima. I do not think that it forms a perfect tornado like that, it is a video game and things have been exaggerated for effect and appeal for gamers. But is real none the less and dose not act just like a tornado though , If you are to close your lungs are ripped out and youl burn, farther back and you suffocate.

Actually this could happen. If a tornado picked up some gasoline that caught on fire, there could very well be a real fire tornado. It would also kill you even if you were in the eye because it'd eat up all the oxygen, creating a vacuum.
