The I only reason will and elizabeth r not in this one is due to secondary story-lines. There are supplementary books that shed more detail onto the first three movies, the book that was for the third movie tells us that Elizabeth has a child and when will comes back he learns that there us a way for him to leave the Flying Dutchman which he does, thus ending the story of will and Elizabeth.
