It's an option select that gets multiple outcomes based on the situation for 1 input. In this example you tap down > release > Kara Throw using st. MP. The result is a throw if your opponent does nothing and should they attack beween your kara throw and your pressing of down you'll get a parry but instead of the kara throw coming out your st. MP will come out.
This looks REALLY useful.

also it stands for some rather long words in japanese that I can't remember.
